ENASP experts' panel auditioned Mr Sixto Molina form the Council of Europe, which is responsible for the Social Institutions Support Programme implemented in the Western Balkans region. Indeed CoE has embarked on implementing an ambitious three-year programme in the Western Balkan/CARDS region, in order to support the modernisation of social policies and institutions, and to promote regional social security coordination. This programme (the Social Institutions Support Programme) is a joint CARDS project, mainly funded by the European Commission, and co-funded and managed by the Council of Europe?s Directorate General of Social Cohesion (DG III). The programme is a spin-off of a previous activity, carried out within the Initiative for Social Cohesion of the Stability Pact for South East Europe, which contributed to the creation of a network of social security professionals and set the basis for the regional cooperation in the field of social security coordination. The Social Institutions Support Programme (SISP) mainly aims to strengthen the legislative framework and the policy making processes of social protection policies, to improve co-ordination of social security systems for migrating and moving persons, and to build capacities in the public administrations with respect to social security and social policy making.
